De ce fait elle a compromis une partie des chances de r?ussite d'une ?tape a priori int?ressante que constituaient ces journ?es dans le processus complexe du d?veloppement impliquant l'UE et les PeD, en premier lieu desquels les pays africains. Je vous saurais donc gr? de bien vouloir initier une question orale ? la Commission avec d?bat lors de la session de d?cembre du Parlement europ?en, portant notamment sur les carences constat?es dans l'organisation des ces Journ?es et rappel?es ci-dessus, et demandant ? la Commission l'enseignement qu'elle compte en tirer pour le processus pr?paratoire des JDD de l'an prochain que le gouvernement portugais se propose d'accueillir. Centerpiece of this five-days event was gouvernance (!). This event gathered some 2000 people and a even a number of officials and former as well as current African heads of state and gouvernment. Some Civil society organisations were also present there. CSDPTT didn?t attend these EDD for mainly two reasons : - CS was not invited to participate in the preparatory process of this important ?first event?, and - In its view, Gouvenance isn???t the most urgent issue in the current highly critical and dramatic situation of most of the DCs, particularly those in Africa. This latter argument also was raised by CS organsiations present in Brussels. CS representatives also regretted the absence of members of the European Parliament. Unfortunately, the EP was having its main november session in Strasbourg during the same period ! This was a big mistake ?one more- of the EDD organisers. CONCORD (Note : this is the fisrt time I heard from this ?European confederation of development NGOs?) regretted that CS wasn?t sufficiently involved in the preparatory work. In other words, for a lot of good reasons, the EDD were rather disappointing for the DCs participants as well as for the handful of CS organisations that attended them. However, let?s hope that this was also a lesson from which the EC has learnt, and will react accordingly when it will be preparing the next EDD, Portugal has already proposed to organise next year. Especially the European CS must be more effectively involved in the preparation process of this from now on regular annual meeting. Only under these conditions will it meet the challenges that the DCs are facing and will it be able to help them achieve the MDGs, alltogether the European countries and the Developing countries, first of all African ones because, as Commissioner Michels said, ?Africa is a continent that remains trapped in poverty and distress, but it is also the continent full of hope and potential??. We, the European CS organisations committed in the objectives of the WSIS Action Plan and Agenda, must follow very thoroughly both the CONCORD activity and the preparation process for the the next year EDD, having in mind full harmony and consistency with our own Declarations of Geneva and Tunis. By the way, the December main session of the the EP will encompass some development issues that will be discussed. As far as I???m concerned I?ll try to get more information about the ?EU-Africa Infrastructure Initiative? that was launched during late summer, without any consulting meeting including European CS.
